Ebrake stuck on a hill uh.?

Ok i have a manual 1999 Eclipse, recently i was learning how to drive manual. So when i got home my dad' drove it home for me since im not so good. He pulled the ebrake Im asuming way to far up cause i heard it like make a locking sound. So now when i try to get it down it's fricken impossible!!!! ive tryed starting it then puting it down not starting it it just won't move down the on on the top of the stick seems like it's locked up can someone please help me get it unstuck! It will not release! Lol it's my first car i just got it 3 days ago ughhhhhhh.
