Should Michael Vick be forgiven and allowed to play football?

He has been to jail, done house arrest, and has now been reinstated by the NFL. So should him or any criminal be forgiven after they have paid their debt to society? I understand that animal lovers take this personally. But aren't their people that have done worse that have been scorned far less?
