What mpeg-2 (DVD format) capture card will give me the best quality captures from VHS for $200 or less?

I would like to get a capture card that will not convert the video to an intermediary codec (i.e. DV) before it is converted to mpeg-2. I've tried Sony Gigapocket on a VAIO but noticed enough difference between that and the original VHS to not use it for transferring my family archive. I don't want to use a DVD recorder at this point because I have so much video I want to store it on a hard drive array and be able to access it on-demand. A capture card that can encode VBR mpeg-2 or else capture "losslessly" to mpeg software VBR encoding would be preferred.
